About Us
The Allen Public Safety Recovery Fund was established by the Allen Chamber of Commerce when Allen Police Sergeant Scott White was shot while conducting a routine traffic stop. His injuries were extensive and he required lengthy medical care and physical therapy before he could resume his duties. Because it became necessary for Officer White’s wife to leave her job to care for him as he recovered, the family suffered financial hardship.
With Officer White’s case clearly demonstrating the need for such a fund, the Allen Public Safety Recovery Fund, now continues on as a 501 (c)3 corporation, governed by a board of directors. These directors are citizens of Allen, dedicated to assisting in the financial emergencies of our Public safety Personnel.

Allen Public Safety Recovery Fund
Political Statement Policy
The Allen Public Safety Recovery Fund (“APSRF”) is a foundation established to provide benefits to Allen police officers, firefighters, paramedics, and other emergency personnel who are injured in the line of duty.
APSRF is a nonprofit, non-partisan, and non-political organization and does not promote any individual, business, social, commercial, or political message or purpose. All entries and participants in an APSRF-sponsored event shall be non-partisan and non-political in nature. As a compliant tax-exempt organization under section 501(c)(3) of the Internal Revenue Code, APSRF is prohibited from directly or indirectly participating in or intervening in any political activities on behalf of or in opposition to any candidate for public office.
APSRF is forbidden, directly or indirectly, from making statements that: (i) mention a candidate for public office; (ii) express approval or disapproval of a candidate’s positions or actions; (iii) are published during a political campaign; (iv) mention voting or the election; or (v) raise an issue on which the candidates disagree.
APSRF shall have the sole and final discretion to determine the eligibility of any participant, entry, vendor, or sponsor and reserves all rights and remedies including the right to refuse access and participation to any entry, vendor, or sponsor for any or no reason. Any entry or participant deemed by APSRF to be substantively different from the provided description or representation initially made to APSRF may be grounds for denied access and participation to any event and/or may be subject to immediate removal from any event at no cost or liability to APSRF. By submitting a registration to APSRF and/or participating in an APSRF-sponsored event, all participants, entrants, sponsors, and vendors agree and shall abide by APSRF’s then-current rules and decisions, including this political statement policy. APSRF’s decision shall be final and each participant, entrant, sponsor, and vendor assumes all risks and expressly waives its rights and remedies as between itself and APSRF.
Each participant, entry, vendor, and sponsor acknowledges and agrees that APSRF shall have sole and final discretion as to all materials, items, and messages provided or handed-out, at any moment, to the general public during an APSRF-sponsored event.
